Compassionate Care for Pennsylvania Pets and Community Cats
PA PETS is a 501(c)3 nonprofit organization whose volunteers are committed to ending the cycle of animal overpopulation and unwanted, homeless dogs and cats. Since 1987, our mission has been to provide accessible/affordable spay/neuter and vaccination services for pet owners with limited incomes, and to manage community cat populations effectively and humanely through our TNR (Trap, Neuter, Return) Program.
PA PETS is NOT a rescue organization nor an animal shelter. Our purpose is to raise funds to provide financial support to spay/neuter pet dogs and cats, as well as outside homeless cats in our area. A list of area shelters / rescues and other animal resources is available on our RESOURCES page.

The PA PETS Low-Cost Spay/Neuter Program for Pet Dogs and Cats
We provide financial assistance to help limited-income pet owners in Columbia and Montour Counties (Pennsylvania) access low cost spay/neuter and vaccination services for their pet dogs and cats. By removing financial barriers, we help families keep their beloved pets while preventing unwanted litters.
The PA PETS TNR Program for Outside, Homeless (Community) Cats
Our Trap Neuter Return (TNR) Program is the most humane and effective method for managing free roaming cat populations. We provide the financial support and loaner traps needed to spay/neuter and vaccinate outside, homeless cats, to stabilize colonies, and to improve cat health across ten counties in North Central Pennsylvania. PA PETS has no county residency, nor household income restrictions to participate in our TNR Program.
Do I Qualify?
Our PA PETS Low-Cost Spay/Neuter Program for Pet Dogs and Cats (our “Pets” Program) is limited to residents of Columbia and Montour counties in Pennsylvania, along with neighboring areas on the borders of these two counties (like Riverside, outside of Danville, and East Berwick). Applicants HOUSEHOLD income (for all members of the household) must be at or below $40,000/year.
Our PA PETS TNR Program for Outside, Homeless (Community) Cats is not limited to specific Pennsylvania counties or income levels, but we do consider household income levels to help us to determine each TNR Program client’s copayment level per cat.
HOW DO I REQUEST HELP?

When received, one of our PA PETS Volunteers will contact you with more details and to set up veterinary clinic appointments.
